To whom it may concern, I would like to participate in the Teck Frontier mine review processes and public hearings. I would also like to state objections to the CEAA public review, public access to information, inadequate timelines and deadlines for review, and information sharing and public input. The framework and schedule is entirely inappropriate with respect to public input and public engagement considering the scope and scale of this application. This mine proposal implies a contravention to Canada’s climate targets, internationally binding agreements on climate, water quality, biodiversity and the United Nations Declaration on the Rights of Indigenous Peoples. This CEAA review process should not be conducted in advance of the World Heritage Committee conclusions on Canada's Action Plan to safeguard Wood-Buffalo National Park. Commencing the review of this project before this determination would not allow the panel to receive the necessary information to make its decision. Cumulative impacts from the tar sands, including the impacts to water and climate, are already putting this park at risk. I request pushing this processes beyond 2020 in order to gain more clarity and fulsome information of impacts and conduct more fulsome Free, Prior & Informed Consent of impacted indigenous communities from source of the mine, to tidewater, to the climate impacted communities of Canada. 260,000 barrels per day of tar sands oil would generate about 67 MT of carbon dioxide equivalent annually. Not only would this violate Alberta’s emissions cap listed in Alberta’s 2015 Climate Leadership Plan it renders Canada’s Paris Climate Agreement commitments null. Every Canadian has the right to file evidence in this CEAA public review processes as this has lasting impacts beyond living generations in every corner of this country. I have a unique and science-based perspective from which I would like to submit evidence pertaining to Climate Change, Species at Risk, biodiversity, water quality and human health and safety. This project will have deep and direct impacts on the public in coastal British Columbia. The supply arrangements and increased market pressure to bring oil from this project across British Columbia by way of oil trains and pipelines will result in further marine oil-transport and increased likelihood of an oil spill. This places coastal British Columbia, our marine & terrestrial environment at risk. British Columbians will be directly affected by the decisions of CEAA regarding this project. This is why one of the requirements of a fulsome CEAA process will be to have hearings in major metropolitan areas of British Columbia such as Vancouver, Victoria, Prince Rupert or communities along correlative oil-transport routes where oil will flow. The heightened climate impacts affecting all Canadians requires that public hearings ought to be conducted in at least every capital city of every Province and Territory in addition the communities with closer proximity to the mine and related infrastructure (pipelines, oil-by-rail lines and marine transportation affect communities). We already know the Alberta tar sands freshwater demands exceed the ability of the Athabasca river watershed to support thriving wetland ecosystems. Teck’s Frontier Mine could million litres of water per day away from the Athabasca River, severely impacting the Peace-Athabasca Delta. Also, tailings ponds and resource infrastructure will pose an additional habitat fragmentation and risk to the water table and local river systems. The start dates for these hearings ought to take place no earlier than 2020, and realistically in a time frame closer to 2025 in order to acquire are required information and best available science to make responsible decisions.
